My Search for a Unique Request

What I'm looking for Actually, what I'm searching for is a person or team in a certain European country who can fulfill a somewhat barbaric request.
Since scams are common on the dark web, I would like to get estimates from several people if possible...
I'm not sure how it will go, but I want to search diligently.
